Does the outfit have to be completely orange?

No, the outfit does not have to be completely orange but the majority of it does. The purpose of the project is to create monochromatic 

(only using one color) photos to match the theme of the other color series projects.

Which shade of Orange is the background?

It's medium orange, meaning not too light or dark, right in the middle. Don't worry, if your outfit is a little lighter or darker than the background, it will still work.
